Comments:
This new NSPS personnel system, if it is adopted, will lead to all kinds of corruption, including favoritism, cronyism and gross unfairness. Some of these things exist under the current system, but in a much more limited way. Under NSPS, it will be a Free-for-All for abuse. The current system was designed to temper some of the Tammany Hall type excesses which occurred before its adoption. I hope very strongly that NSPS will not be adopted.
