NSPS makes two basic assumptions. The first is that we have high quality spervisors, managers and leaders in DOD. This is far from true. Most of these people that I see everyday got their job through any other means than being a good leader. I doubt few of them could exist as managers and leaders in any organization that had to make a profit. I see leaders who are small minded, petty, mentally lazy when it comes to leadership, and who like having the title and the extra pay but who seem inconvinienced wehn actually asked to manage or lead. There is, for the most part, no one who holds them accountable for their actions. The other assumption is that is that DOD supervisors, managers and leaders have the special trust and confidence of the people that work for them. This is far from the truth. Publically released surveys repeatedly show the lack of confindence federal employees have in their leaders. There is not an assumption of fair and equal treatment. There are probably a number of workforce surveys that show even worse results, but they have been supressed. Congress should force DOD to divulge data on claims made against DOD organizations and leaders that were found by a panel to be valid. Problem is that in these cases, part of the settlement is that the final outcome and award are not to be made public. Force DOD to make these figures public and you will see the generally poor quality of our leaders and managers. Unless you have strict accountability of supervisor, manager and leader actions, unless they are quantifiably evaluated on their leadershipa nd management skills, and unless a DOD organization will actually fire a manager or leader for not being what they are supposed to be, all NSPS does is remove the final checks and balances that provide some semblance of protection for civil servants and you place them at the whim of basically incompetent ametuers.
