Pay for Performance? This presupposes that the supervisors know the jobs which those they are supposedly supervising do. Knowing the work done in an area has never been the compelling reason a person was promoted to supervision. Many supervisors have been promoted to a position and have no knowledge of the work done in the area to which they have been promoted. So how can such a supervisor judge a worker who knows the job and has done it well and conscienciously for years in many cases. And if a supervisor per chance is actually knowledgeable of the work, this Pay for Performance presupposes that they have the conscience and moral character to objectively/fairly evaluate people. They may not have the formal education or religious background to pass judgement on others regarding all the issues which are at stake here. In any case, NSPS will make any objectivity and fairness OPTIONAL on their part. It's their decision, right? Right or Wrong? This system doesn't say much for dealing with people in a way which really rewards them for a job well done. It will reward those who can best ingratiate themselves with their supervisor. These words come to mind: brown nose, pet, nepotism, good old boy, buddy system, friend, family, family's friend... In private industry management MAY need to keep good/knowledgeable employees because their business could be hurt if they just kept those they liked or those who make them feel good about themselves.. That would hurt them in their pocket book. Not so in the Government. Tax payers will ultimatedly foot the bill for unfair, arbitrary decisions regarding employees in areas of hiring, firing, promotion, reduction in force, and pay increases. And most of all, good, loyal, patriotic Americans who come to work faithfully and do a good job within the Government will be hurt. They will come to work fearing what the day and the future will bring. They will no longer be able to believe that they will continue to be able to support themselves and their families who rely on them any more. Their total job security is at the whim of a supervisor. And WHAT DOES NSPS HAVE TO DO WITH NATIONAL SECURITY?? Our Government and country will be more secure if the Federal worker is secure in knowing her or she is secure in their job with rules which PROTECT THEM WHILE THEY PROTECT THE COUNTRY.
