Comments:
This system assumed that the supervisor will be fair and just and dealing with employees and higher management. As proven with MCI and other fallen organizations all it take is one person with power to bring a down a well estabished organization. Control of money is an extremely power tool. Therefore, in some cases if an employee wants a raise, or just to keep their job, they will be reduce to submission action. Meaning they will become just a yes person for the supervisor/mgmt. And, will only provide that information that they perceive the supervisor/mgmt wants to hear.
