. pay band . a two member labor board . mandatory removal . limited appeals . limited mitigation . etc. It appears that the new personnel system was developed by persons who do not believe in The United States Constitution i.e. freedom, liberty and justice for all. This document screams with scapegoating. The endorsement of a document of such low character illustrate we are no better Saddam. We should adopt cutting heads and hands rather than mandatory removal.
