I am NOT in agreement with the NSPS! I believe we will return to a "good-ole boy" network where only the bosses' friends or favorites will be rewarded. The hard working members of a team who are not part of the click will not be properly rewarded for their work. This system begs to be misused and there will be a mass exodus from DOD to the other Civil Service positions where employees are protected against this sort of thing.
