9901.373 According to this statement: "DOD will convert employees to the system without a reduction in their rate of pay". (p. 7580) However, on p.7581 & 7570 it says that DOD can basically determine pay schedules, pay bands, assign and move employees wherever and whenever they wish. Therefore, we may be converted one week at our same pay, and the following week take a drastic cut in pay and moved to another state (or Iraq) if our supervisor doesn't like us. I understand that this is now happening in the Office of Special Counsel that is in charge of protecting whistleblowers--i.e. management is attacking the employees for doing their job because he feels threatened.
