I believe the proposed NSPS will bring hurt to the misson of the DoD and cause the moral of civil service to suffer. I believe this NSPS system will cause an uproar among the junior workforce being hired in under false pretense. They are required to sign a contract and in that contract it states that you are suppose to receive a higher grade each year contingent upon training until they have reached their target grade. If this system is implemented there is a breech of that contract. Why? Because the next grade will be based on your performace so where does that leave them and the contract they signed? I think the NSPS system is violation of our job security as well. This means DoD employees can come to work and put their best foot forward and because their supervisor may not think so they can give them a bad rating. That then tells the employee well my best isn't good enough and productivity on the job goes down and sooner or later their out of a job. It's not fair! And who rates these supervisors when their management isn't around to monitor them or their productivity, behavior and or team effort 24/7 like the supervisor's may do the DoD employees? Hello are we back in Kindergarten or what a supervisor can rate me on my attitude or behavior at work? It could be a stressful time for that person and others in the office may know and the supervisor may not so because they think it stinks the employee gets a bad rating. People have bad days all the time so now we have to come into work hunky dory everyday just to be sure we get a great rating which we still aren't 100% sure we'll get?
