Two things. I believe this procedure will be perceived as a hostile policy that pits one employee against another. It certainly will do nothing to enhance employee to employee relations. Secondly, most employees will be at the mercy of a supervisor that may or may not be someone able to "write up" an employee in s sufficient manner to warrent an increase. In the military, people come and go at a rapid rate so the input may be provided by several supervisors through the years. Howver, if you want to keep your supervisors busy answering challanges to the employee's evaluation, this will certain keep them busy. Good thinking. But, what could we expect from an administration that truly does not like people working for the federal government.
