9901.409 The new system is incumbent on first line supervisors being unbiased when it comes to work value and evaluation of effort. We all know that that is nonexistent in the current system. Part of the benefit of the current system is that raises are not subject to the whim of untrained supervisors. 9901.605 If you allow changes to the current competitive area rules then you remove any appearance of fairness in the rift process. You might as well do away with Veterans preference for any tenant organization, since there will be no avenue for those Veterans to bump outside that organization. You could have a situation where you keep a newly hired individual on a base and eliminate a 30 year Veteran who’s rift area of consideration in limited to just that tenant organization. That’s not right and certainly is not equitable.
