Please indicate specific sections addressed in your comments I would like to express my concerns about the new NSPS system. First of all, as a veteran, I do not want to see my rights taken away from me. Civil Service was established to create jobs for veterans. Secondly, by implementing this new system. this would place too much power in the supervisor's hands. Supervisors could control an employees' pay, grade, and seniority in case of a RIF. I think that Seceretary of Defense Donald Rumsfeld is trying to to create a dictatorship in the United States. Part of Congress' job is to termiante any kind of dictatorship in the workplace. Please take my comments and concerns seriously.
