As Gertrude Stein said of Oakland, "there's no there there." It is frustrating to not have more details in this draft. I am a believer in pay for performance, both as an employee and as a manager, but it neither helps me to defend the system to my staff members nor does it bolster my confidence to have so few details available. For example, what grades will each pay band cover? Will they be the same in all cases or will they vary by profession?
