My impression of the proposed National Security Personnel System is that it allows an arbitrary manipulation of employees' compensation, benefits and assignments. Employee morale is an important element of organizational effectiveness and efficiency. In my opinion, the National Security Personnel System, if instituted, rather than increasing the productivity of Government personnel, will actually diminish it, to the detriment of the nation in general and of national security in particular.
