I am not an advocate of the new NSPS System. There are too many "loop holes" in the system. I am definitely not an advocate for pay banning and easing RIIF retention rights based on performance. I am having a hard time understanding how it is believed this system will be an improvement to the system we already have. After further reading about the NSPS, it seems like it can make things worse. I thought Government had an interest in making positive contributions to community. This new NSPS system sounds like it based on the opinions of others and quite frankly puts too much power over an individuals life in the hands of someone who very well may not be qualified to have such authority. This could, in turn, have an adverse effect on families, on lifestyles, and the community. I believe there are a lot of people that work for DoD that are very good and hard working employees that genuinely want to do their best work for National Security. I have had the pleasure of meeting a lot of them. The DoD work force is strong and contains a lot of powerful knowledge, skills, and ability I am not sure management knows what to do with. I hope the people who are trying to formerly implement the new NSPS System think twice (long and hard) before officially implementing the new NSPS system in July 2005 (please note this is not a threat...just a suggestion).
