Comments:
We have not been given enough time to thoroughly examine this document and provide comments. If OPM had truly wanted input, they would have provided more opportunity. I suspect that this comment period is just to say that everyone had the oppourtunity to "contribute" just like the participants in the "Outreach" who probably did not know enough about the proposed system to be able to offer any suggestions during their meetings.
