NSPS appears to be BS. Civilian pay has nothing to do with National Security. Under the current system, mobilizing is optional and voluntary, not mandatory as lead to believe. Corps of Engineers seems to be meeting our requirements thru voluntary methods and appears to be working fine. As far as giving the immediate Supervisor the authority to reduce as well as increase your pay is giving unwarranted power to one, which could be based on your personal relationship, which is not a good thing. If we really want to get rid of dead weight, give the supervisor the power to terminate an individual for proven and documented, poor performance without all the red tape. The current step increase system is one of the only things we have left to look forward to and plan on. If this is such a good system, why not implement it across the board. Implement one that Congress would be willing to abide by. Fort Bragg has proven that privatization does not save the Government money, but they continue to go that direction. When is common sense going to prevail? If saving money is the issue, cut out the wasteful spending that occurs every day in the Government in the construction area. Leave the current civilian pay system alone and concentrate your efforts where they really belong.
