I believe there is some good in this program, particularly for the high performer. This program will also net an increase in the number of those who wish to become high performers. It is difficult to make any kind of informed comment with the limited amount of information received. It appears this will roll out regard- less, whether the workforce is informed or not. There is much concern regrding the proposal that there will no longer be cost of living raises or locality pay adjustment. How can this be fair!!! Even those receiving Social Security receive cost of living raises. As inflation goes up, government workers will be forced to live at a level less than the norm. Their buying power will be lessened. It appears totally unfair to ask me to live in a locality (where everything is higher than where I came from) with no adjustment in income to accommodate the increase in the cost of living Either way it appears the government worker looses. I hope thecomments are carefully reviewed, changes are made and more informations regarding the program is given to all, prior to implementation
