The current DoD goal to out source jobs and close bases has caused many civil servant employees to become somewhat hostile in their working environment. I am concerned that the proposed NSPS will only inflame the hostility. It will cause civilian personal to look for any mistakes their coworker may make in hopes they get a pay raise at their coworkers expense. This new system will only serve to promote employee cannibalism and will all but eliminate team work. Secondly, I am also concerned about employee favoritism not only by individuals but buy divisions. In my case, I am in a division that has been considered not to be as important as other divisions, with the added fact we have a weak division director. I am concerned that these two factors will effect my pay raises because of the commands view of my division, and the lack of my division director ability to stand up for his people.
