Over all I strongly support this inititive to reorganize management of DoD's civilian work force. The current pay, hiring, rating, grading and discipline practices are antiquated, cumbersome and non-responsive to a dynamic operations environment. With the drawdown of active duty and reorganization of military forces, the civilian work force has taken a more central and critical role in managing and running the day to day operations of military forces. We cannot aford to continue to use the out dated system to hire, reward and manage this critical asset. As a GS-13 supervisor, I especially like the ability to reward strong performers, to pay adequate performers what they earn and to not pay, at a standard rate, substandard performers. Latitude in the staffing, hiring and recruiting process should allow organizations to more quickly fill vancancies. The provision to take Instructions, regulations manuals etc out of the bargaining process will also be very helpful. Today, any one of the many bargaining units can hold up the implementation of department and unit directives indefinately. There are many examples of this happening. This ties up management in their efforts to implement change in response to the dynamic operations environmernt. This delaying ability has serious national security implications. A revised process for resolving labor disputes with union bargaining units is also long over due. The current process drags on far too long. The initial review and appeals process is unnecessarily lengthy and complex. Press on with this change as quickly as possible.
