First I would like to thank all the hard work you have put into developing this new personnel system. I think this will work for the Department and it employees. I have a couple of issues with the proposed regulations. 1. How are we going to handle issue that are not able to be negotiated at the national level. An Example provide to me is the types of certification Firefighters need varies from state to state. 2. I would suggest in developing the pay pools using the current classification standards in decide what grades belong in each band. The stands provide definition of what grades are at an entry level, full performance level and expert level. I think this will make it an easier sell to employees because they would understand how we chose the bands. 3. I would also recommend being more open with employees. In my job as the civilian personnel director for Joint Force Headquarters National Capitial Region the biggest complants employees have about NSPS is their is not enough information on the details of the system. The mainly concern about the pay bands. 4. My final concern is I work in a command that has both army and airforce employees doing sometimes similar jobs except they are paid out of two different pay system. Do you have any information how I can ensure pay pools are the same for each service? My concern is each service will be able to define how much money is available for the pay pool.
