On the issue of the evaluation process for supervisors. I strongly urge you to look at the order evalauations are completed. Since pay and performance would be based on this system, Supvisors/Managers (currently GS-13 and above) should be done last. ie Dec of the calendar year. The reason is this holds them accountable for completing employee evaluations. The way the system is right now, the GS-13 and up receive their evaluations in June. Their evaluations and awards are completed. When October rolls around for the majority of the employees' ratings, it takes months and months to get them to complete them. Maybe this could be one of the rating criteria toward the effect of "Completed ALL employee evaluations within 30 days of the rating period."
