Reduction in Force. NSPS RIF procedures should not be implemented at this time. I can find none of the roughly 30 civilians I know who work in DoD in the MD/VA/DC area that are comfortable with the proposed NSPS RIF process. I also understand they don't have to be because management can put it place anyway. I don't know how many employees have submitted comments, but I do know everyone, repeat everyone, I talk to believes it a way for management to selectively fire groups of employees for any reason (political, or not enough face time, or for almost any other unappealable reason), and to make the retention list so restricted and "bumping rights" so limited that none of those employees will be retained. NSPS may not cause a RIF, it sure sets the stage for major RIF action as soon as NSPS is in place. I (we) sincerely urge the workforce reshaping proposals not be implemented at this time.
