The National Security Personnel System is wrong and should not be implemented. Civilian workers deserve the right to be made aware of their job securtity, their pay roll status, and to feel that they can go to work with the full knowledge that their boss is not judging every little action they perform (or don't perform). Civilian employees should not be evaluated based on their supervisor's judgements alone. From reading the proposed regulations, it is apparent that the boss makes the evaluations, and can cut pay whenever he/she so chooses. Employee evaluations must be made following a set criteria, one that is full expressed to the civilian workers. This will eliminate the possibility of office politics or ill will playing a part in the manager's evaluations and subsequent repercussions. In addition, NSPS should bargain and negotiate with the unions whenever it is appropriate to do so, and to have dialogue with the unions on a consistent basis. It is my belief that the NSPS is not in the best interest of civilian workers, rather, it is in the best interest of their managers. NSPS is not an appropriate means of evaluating the civilian personnel, and I for one, am dissappointed that this system is even being considered for implementation.
