I'm addressing all sections: Right now, our pay isn't keeping up with inflation and our healthcare premiums are seeing double digit increases each year. On top of that, the1990 pay reform law has been ignored for 14 straight years. How can we expect Congress to fully fund the performance pay pool, if they refuse to obey the 1990 pay reform law? Unlike the legislature, our pay will be directly linked to "how much Congress can afford". Congress couldn't afford the law they passed in 1990 and our pay is still below what private industry pays. I think the true ramifications of NSPS will not be seen for quite a while. It will take years for DoD to realize that they made a big mistake. DoD has already shown disdain for their supervisors by saying NSPS will empower supervisors to remove bad employees. Supervisors already have that authority. The message the supervisors are receiving is this: You're too weak to enforce current personnel policy, so we will give you more authority. It doesn't make sense. DoD is going to lose a lot of good employees to other government agencies and private industry. Not to mention the fact that grievances and union lawsuits will increase exponentially. It will take DoD years to clean up the mess. Finally, why do we only get one month to comment on NSPS? It appears you've already decided what you will do with or without employee buy-in.
