Comments:
If there are no more COLAs or locality pay increases for employees in the top of a pay band (i.e. A GS-13/10 employee in a GS11-13 pay band.), then that employee's salary will never increase, his high 3 will never increase, and his retirement benefits will be adversely affected. It will be time to look for employment elsewhere and to advise young people not to start a career in civil service.
