General Comment: The new regulations would place additional power over the compensation, working conditions and job security of individual workers in the hands of management. It must be acknowleged that some DOD functions, particularly those associated with making decisions related to the protection and/or development of public lands, the environment or other public resources, are inherently subjective in nature. Implementation of these regulations, as they are currently proposed, will result in these decisions being being influenced, to far greater greater extent, by the goals and opinions of a much smaller number of more powerful managers. The regulations should be modified to exempt certain functional elements, job classifications, organizations, or any other subgroup that would increase the likelihood that the national and public interests will continue to be protected. Alternatively, the regulations could be modified significantly to add protections that may be able to accomplish similar results.
