Subpart B to I - NSPS is written to favor managers/supervisors and their decisions as being the final word. Employees' rights have been diminished and in many circumstances, totally eliminated. For probably over 10 years, we have worked diligently to change and take into consideration the individual, his/her concerns, work ethics, family, etc. This system does not support the employee in any manner. If a manager comes to work in a bad mood or is frustrated (and we all know they exist or many just have this type of demeanor), and an employee says good morning, the employee could be released on the spot. And what recourse does that employee have?? Managers' decisions can not be overturned, just lessened (someone has to prove they are totally without merit), or another ex., for determining pay, there is no accountability or redress for improper decisions by managers. NSPS seems very similar to a dictatorship - with individuals having no say whatsoever under management (the dictators). We are all fighting and working hard to support freedom and individuals' rights in the Middle East, and our government is imposing this type of system, NSPS, on its civil servants. Where are the individuals' rights in this plan???? Also, why aren't our Congressmen included in NSPS - are they not also part of civil service? Congress needs to go back and take a good hard look at the effect this system will have on morale and the rights of civil servants - it is not fair or equitable, nor flexible, for the people who work very hard and are trying to get the job done to support the mission. (One other note, NSPS proposes that civil service employees may have to agree to deploy. If individuals desired to do that type of service, they would have joined the military. This requirement will make it very difficult for many people to want to work for the government.)
