Page 7560 Performance-Based Pay section states the "pay system will be performance-based pay system that will result in a distribution of pay raises. . . based upon individual, oganization, team, or a combination." Who defines the team, combination, etc.? An individual could be outstanding and is put in a poor performer's team. Or vice versa. This person would be penalized for someone not doing their job or the poor performer will reap the reward of an outstanding employee. Need to clarify how this will be mitigated, prior to dismissing the poor performer. Need to clarify the "pools" .
