I have had the opportunity to review the regulation and the MYTHS and FACTS. Given the pros and cons, I DO NOT and CANNOT support this new system. Several years ago and as a part of my duties, I had to counsel an individual. After this individual transferred and his *girlfriend* became my Supervisor, my impectible civil service career was temporarily tarnished. My Commanding Officer and Executive Officer refused to have an investigation started for fraud, waste and abuse (retribution) on this Supervisor. For two years, I did not receive any awards. (Also, my performance appraisal was temporarily tarnished.) The only increase I got that year was a within-grade increase. Considering I have a handicapped child on a GS-7 pay at the time, the within-grade was a *life saver*. It wasn't until the CO transferred and the XO had a nervous breakdown that the *Acting XO* found my paperwork. He ordered an immediate inquiry and the inquiry alone (not a full investigation) proved that I was correct -- my civil service record and my performance appraisal was corrected, but that took TWO years out of my life! As much as our Congressmen, Senators and President might think this is rare, it is not. It happens more than they know -- people are afraid to speak up! That's why there are so many brown nosers within the Government, because if they don't, they too, will become a victim! It is my opinion and has been since I can remember that a Republican President does not like nor care for Civil Service personnel. It would not bother me, if he treated all Government Contractors, military members, Senators, etc., the same, but he doesn't, only civil service personnel. When are we going to file a Class Action Lawsuit -- all federal employees should be treated the same! If they are making it harder for us to advance in our paygrade by deleting within grade increases, let's do the SAME TO THE MILITARY! My husband is retired from the military, so I know FIRST HAND at how much they waste the taxpayers money. Even though they spend countless hours away from their families, they MAKE UP for it upon their return and it is a LOT MORE than what the general public knows. Let's divide that number by an 40 hour work week and you'll see how much the civil service employee works vice the military member throughout the year. Their bonuses, BAQ/BOQ allowances, etc., are much, much MORE than the general public knows and this IS IN ADDITION to their regular pay checks! And the sad part, many military members are supervisors over civil service personnel -- they don't like us and they make *no bones* about it. Many of them are only interested in a job after retirement from the military, i.e., Contracting job or that nice, plush civil service job that is being written specifically for them -- yes, Amercia, many jobs are taken from civil service personnel by our military members AND THEY ARE NO MORE qualified than many of the civil service members already employed. They get around it, by writing the job description for that military member. Of course, we the civil service member has to prove it and don't think for one minute that HRO is on your side -- after all, the HRO director works for a military member now, not OPM! Now lets not forget the Government Contractor. Mr. President what are your plans? Many, many contracts are awarded at a low price, but when the contract has been completed and closed out, it has cost our Government MUCH MORE than what was originally intented, it's called modifications to a contract. That's right AMERICA, the Federal Government can keep track of civil service dollars, but they don't keep track of the vast amount of dollars spent by Contractor. How much is the Government really saving by hiring a Contractor verses a civil service employee? Kids from college have a LOT to learn and it will take time to catch up to us *dinosaurs*. NSPS is not an incentive nor the answer for changes!
