Comments:
The system in place now is fair and does not need to be changed. I know that it is not perfect overall better than what the DOD will be putting into place with the pay band. After 25 years in Civil Service I see the violations committed by management. Some managers have no people skills and need refresher courses. They impose their will and ideas regardless of the consequences and the lives they ruin. Nepotism is rampant and Pay Band system will just aggravate the situation. This system could be tried in a new environment and not in an established organization. Using the threat terrorism to change a whole system is just an excuse for the administration to impose their will.
