I am very upset with the proposed National Security Personnel System (NSPS) scheduled to be implemented on DoD civilians in my command in July 2005. The entire NSPS system gives the Secretary of Defense way too much power and appears to just be a way to get rid of the employees' rights and the union. This system will cause more harm than good. Subpart C Pay, Sections 9901.301 to 9901.373, opens up the pay system to give supervisors too much control over an employee's life. Why should a supervisor be able to reduce one employee's pay (based on his sole discretion of their performance) and give it to one of his "buddies" in the office? Why should my pay be at stake because a supervisor wants to reward a buddy? What can I do to stop the supervisor from reducing my pay because he doesn't particularly like me? How can you live and make plans if you have no idea what your salary will be? If there are poor performers, there are ways to remove them under the current system if supervisors were trained correctly. Why aren't supervisors trained to take care of these situations? I did not sign up as a military employee. Why should the Secretary of Defense have the right to mobilize me? When I started this job, I signed a non-mobility statement. Why should I now be forced to go somewhere else? There are several others items that disturb me but I've run out of time. This is a serious matter and should be studied further before being imposed on us.
