NSPS must be stopped since it will hurt DoD employees. With a “pot of money” will come quotas, and the reason for such quotas is that, despite what we hear from our leadership, most of our workforce is doing a good job! We’ve already suffered through reductions-in-force; we’ve already cut functions to the bare bones, and the employees who are left are generally doing superior work! This is the opposite of the paradigm of the lazy government worker that is being presented as the reason for needing incentives and sweeping changes. The current system has provisions to do everything needed to sustain, reward, and motivate the work force, which is another reason for proposed changes, but the current system is not being used correctly. What guarantees are there that a new system will not be misused? If the vast majority of government employees are doing a good job, as I have observed on a daily basis for many years, are you prepared to pay that vast majority the pay raises and incentives touted under this system? Quotas take away power and options from supervisors, but with a “pot of money” in a bureaucracy, the quotas will come. I fear that our good workers will be alienated with no recourse--no means to file a complaint that does not bring even more hardship for them. The proposed system breeds favoritism and unhealthy competition between team members who are trying to serve their nation and feed their families! It does not foster enhanced mission accomplishment. Also, in a bureaucracy, “pots of money” have historically been protected by senior leaders, meaning that some positions will be left vacant, and mission further impacted, so the money can be used for something else (usually flowers, office renovations, or furniture!). "Patronage pay systems" historically have failed miserably and proven to be a waste of time. Do the right thing and stop this damaging initiative!
