Concerns about NSPS: Secretary Rumsfeld has asserted the Pentagon's mission requires greater flexibilty in hiring, disciplining, compensating and assigning civilian personnel. I didn't come to work for the government in order to be deployed anywhere in the world, at a moment's notice. I, as a civilian, was hired to support the military. The Secretary should not have authority over civilian personnel as he has over the military. You want to hire non-citizens. I strongly disagree with this as our national security would be affected by it. One of the Pentagon's objectives of NSPS is to construct a so-called pay for performance system. Another case of deceptive labeling. My office works well together, each person helping the other. NSPS will pit one employee against another. Gradually everyone will be less helpful when we all compete for raises/awards. Government positions were desirable in the past but now that many employees will be retiring, hiring new employees will become harder to accomplish. DOD employees should continue to receive the same annual pay across-the-board adjustments that other GS workers receive. Instead DOD gives itself the right to lower payroll and indiscriminately allocate pay band amounts in the future. Since DOD is creating the pay banding system, there are no assurances that employees will be given pro-rated amounts towards their next step or career promotion. For these reasons, I oppose the implentation of NSPS and I urge you to act to instruct the Secretary of Defense to halt any further development of NSPS unless and until the Pentagon is willing to substantively address the issues raised by the United DOD Workers Coalition.
