I have worked for the Department of Defense for 17-years. NSPS will not create a “Team” environment at work but will result in an “Every Man for Himself” attitude among workers as they compete to maintain their pay. This competition will be at the expense of efficiency and productivity within each organization of the DOD. If pay bands replace the GS scale then what are the new pay bands? The pay bands should be defined. NSPS is simply a system to freeze my pay until I retire or quit federal service. Since performance will be the main factor used to determine retention associated with a RIF, and seniority is no longer a factor, I’m not about to train a new engineer on everything I have learned during my career so he or she can get an outstanding rating and bump me during a RIF. I am extremely annoyed that the DoD is changing the rules half way thru my career. NSPS should be phased in as new personnel are hired by DoD and not imposed on personnel that have dedicated themselves to Federal Government careers based on a different set of rules.
