I don't feel like we are being given complete enough information to know make an intelligent decision as to whether this is a good thing for the majority of government employees. I believe that lower grade employees will suffer because not all higher grade employees and supervisors value everything that they do to make the whole office's jobs easier. I am also worried about the locality pay issue. I understand that initially no one will lose money on this but in time they could not be given the equivilant amount because their area's economy is depressed. Over the long run, it seems that we will all make less money than if we stay with the system we have now. We also need to keep up with the cost of living and be awarded for a job well done. It seems that with NSPS you may be awarded for a job well done but that is also considered your cost of living increase for the year. The awarded amount will never catch up to what you would have been making under the old system with WIGIs and COLAs. I am also concerned that NSPS will create a dog eat dog society because employees are desperate to get ahead. This will be a disaster for employees with families that can not live and breath work 24/7. I believe that most employees want to do their best and do a good job for the American taxpayers that pay our salary. I also think that NSPS puts quite a burden on supervisors. They will have to be sure to be fair to all employees and be able to recognize who talks the talk and walks the walk, so to speak. We are also concerned because we are not guaranteed a certain amount of money for annual awards. If the pot gets cut, some people will not be compensated even though they do a good job because, of course, not everyone can be the best.
