Comments:
Many of our managers, supervisors, and employees have expressed their frustration, concern, and anxiety regarding the lack of specifics in the proposed regulations. For example, what will the pay pools look like? What will the career groups and pay band architecture look like? How will you ensure that supervisors who are in the pay pool with employees, maintain equity in determining final scores and payouts? I believe that it is very important that all stakeholders have an opportunity to review and comment on the proposed implementing issuances. Managers and supervisors will need to apply the policy and guidance, and other stakeholders down to the level of the technicans who have to process actions, need an opportunity to see if they understand the system and be able to comment on specifics as they relate to the individual command/activity/individual.
