Under Pay and Pay Administration Subpart C: I am concerned about the vagueness of this verbiage that states under the title Performance Based Pay that the distribution of pay raises and bonuses will be based upon “individual performance, individual contribution, organizational performance, or a combination of those elements.” There are so many variables involved in the decision what a raise or bonus should be based upon that it is very open to subjectiveness from the rater. I am also concerned that the performance based pay may encourage certain employees to work large amounts of overtime to accomplish their workload without recording the extra hours. They will appear to be at level 5 or outstanding and make those who record the actual hours they work look like poor performers. They will be indirectly paid overtime plus and employees who simply record the actual time they work and accomplish what could be realistically expected to appear below standard and be penalized with no pay increase.
