My biggest concern is the impementation of Subpart C. While in theory pay for performance sounds great, I'm concerned that it will not be administered accurately. We currently have a cash award system that is not administered the same in all sections. Due to different opinions of different supervisors. Some are more generous than others. Traditionally in our unit supervisors get a higher % than workers. The goverment is a not for profit organization and as such is able to have favortism with out financial repercusions. I see so much favortism now it will only get worst. Discrimination will increase as well. I would like to see the new system given more time to see how it works in homeland defense before it spreads to DOD and other Gov sectors. I also don't like the watering down oth employee rights and the union. I recommend the tools now available to supervisors to remove employees that are not doing sufficient work be used prior to trying something new. Thank you
