General Comment: The proposed regulations do not seem to consider the organizational benefits associated with cross-functional development of employees. If implemented as written, employees will be encouraged to remain at positions where they are comfortable and skilled and avoid moving to positions that would develop new skills, enhance indiviual knowledge and accumulate the boader understanding that is required to be an effective manager. This will result in less effective management and a workforce that is less able to adapt to changing mission conditions or requirements. The regulations should be modified to add incentives and protections to encourage employees to develop knowledge and skilles in several functional areas over their careers.
