After having heard a presentation on this proposed system, I don't see where anything is going to change with regard to the poor performers. These people are going to continue to perform poor get the same percentage of award as those that do an outstanding performance. The system won't change to get rid of these people or to make them perform any better. Management will continue as they have been to take care of them as they've done for so long to ensure there are no grievances, EEO complaints, etc. Banding also poses a problem...from what I understand if you are at the top (i.e., GS13, step 10), and are at the top of that pay band you must apply for the next band. In doing so, you run the risk of losing your job. What if your near retirement i.e., within 10 years under CSRS & want to wait it out in your current job as you enjoy the program....Then what? No COLAs either...seems that this is a losing proposition. Also we can lose pay under this system. Where is the authority that states you can tell someone that they are no longer enjoying their pay check, but will receive a lesser amount without the persons consent before doing so? This should be up to the individual whether or not they chose to get paid a lower amount not up to the supervisors to dictate it. Just it would be if you changed jobs & took one with a lower pay...that is your decision not that of the supervisor dictating it will happen. Then again, guess the supervisors & up need the money more because they work harder than us at the lower end or middle band. Adjusting pay to the market segment may work, but we're already receiving lower wages for more work than in private industry. How do you compare what Government workers (some of which are inherently Governmental jobs) do to the private sector? Especially, when we were told that job descriptions will be generic for programs, i.e., logistics will have one position description for all types of logistions. So I guess were all cloned alike and don't have programs with specific job descriptions. That really doesn't make sense. There are programs within DoD that encompass more than one specific task within the program; they are varied and entail alot of things that are done by several people in the private sector. You just can put every program under generic descriptions & think it's going to work. Seems to be alot of things that haven't been throught through very well and planned. You will be hurting those dedicated employees who TRULY do work and have work since they began their employment with the Federal Government. I've not ever had the luxury to sit around and collect a paycheck; I've worked for mine and gone beyond what needed to be done. In the meantime I've watched others over the years take advantage of the system and made out to the same award as me, grieve items that others would never have thought of doing, etc. Again, the new proposed pay system isn't going to change what is happening, it will lower morale more than ever. It will truly make you wish you could retire sooner. Bottom line: It will force the good employees out and the poor ones will stay. Truly a BAD idea that should never have been looked into. The pay scale, grades, within grades are all working fine and should remain as they are. NO CHANGING a system that is working reasonably well.
