Agency: Department of Commerce, National Processing Center Docket ID: NSPS-2005-001 RIN #: 3206-AK76 Subpart A -- General Provisions Sec 9901.102(2)(d) This section will allow the Secretary the right to pick and choose which DOD "SES" members will be covered by new type of "pay for performance." For many years SES employees have been covered by the government wide SES plan and this new system give the Secreaty and the Director of OPM the authority to decide that SES employees for the Department that they should now be covered by some new, more substantially different plan. DoD should be treated no differently than any other agency within the federal government. Make changes to the current personnel system, don't allow one agency to change just because they want more flexability to hire and fire. The agencies have had flexability to hire and fire, they just never used it correctly. So instead of correcting the current policy, we are just going to allow individual Departments to make their own personnel systems. Sounds like really sound government ideas.
