Pay banding favors the lazy employee who patronizes management which evaluates the employee’s performance. It establishes a blatant conflict of interest of public trust by giving to much control to lower level management favoring brown-nosers over dedicated hard working but otherwise socially out of the loop employees. It also encourages fraternization for self and not to service. Keep the cost of living increases and step raises based on longevity in place for our under paid dedicated employees.
