Comments:

(1) Pay Bands based on Market Research of local area outside the gate. This is great if you are a Govt installation that is located in a very populous metropolitain area with a very broad based private business & industrial base that deals in Govt Contracts. If you are at FLW MO or Ft. Polk LA, this is not going to work. There is nothing outside the gate to conduct Market Research on. If you continue to use the nearest large city area closest to the Govt installation, this would work better. FLW could use Kansas City or St Louis. (2) Allowing managers/supervisors to determine pay increases, promotions, & awards will require some very well trained, conscientious, well documented, & "not afraid to make a decision" type leaders. I have not seen very many of these type leaders in the 28 years I have been working for the US Army as Active Duty & as a DA Civilian. Extensive training will be required. This is very time consuming. Organization have been downsized to the bear bones as it is. Most leaders/managers/supervisors are active, productive workers on assigned functions as well as leaders. Finding the time to manage the new NSPS system will require more time allowed for these activities in their busy schedules. This equates to really needing to add more worker bees into organizations to free up managers to manage. (What a concept!) (3) This pot of award, promotion, etc.. money that will be out there for managers/supervisors/leaders to use to promote, increase pay, & award employees will need to be substantial if it is going to have any incentive power. In private business, awards are not usually the pidley $250 or $400 dollars before taxes we Govt employees get; they are for thousands at time. This will need to be somewhat equivilent to work. (4) More information needs to get out to all DOD employees soonest. Rumor control has started and it is not good. When we go to our CPACs & CPOCs, we get no answers. They need to be trained ASAP.
