NSPS p.7562 The mission of DOD is one thing; the mission of the Corps is to flood control and construction and all the employees know that. Having been told to my face that this is the Corps of Engineers and not the Corps of Archaeologists I know for a fact that my pay will never be based on the intense work load and performance. The money is going to the engineers bar none and all of the platitudes within the NSPS notwithstanding. p.7568 Labor Management Relations-Subpart 1. 1.Purpose"...unique role that the Department's civilian workforce has insupporting the Department's national security mission.: Not all DOD civilians are involved with National Security. It wll take some creative phraseology to equate the building of a levee along the Rio Grande with National Security. p.7573 E.O.12866 "...market sensitive..." The Govrnment is not the market and the Government does many jobs that the market would never touch because there are no huge profits to be made. "High performers" will not be attracted to the Government vs the private sector because the conservatives have spent 20 years bashing Federal employees and any government service as less than worthless. NSPS; 9901.201 Many Government jobs have NO comparable private sector equivalent. 9901.313 Since the amount of money is fixed on the GS assumptions of FY 2004-2008 there can be no major bonuses unless you fire a batch of people which is the basic intent of these proposals. NSPS 9901.313(2) Whose step assumptions will be use? The Presidents (2%) or Congress (3.5%)? 9901.332(a) The current GS provide equal locality pay for all within the locality. NSPS "...different local market supplements for different career groups ...within the same local market area." is clearly discriminatory and based on the pure whim of management. 9901.401(b)(2) Evaluations are not transparent now and they never will be; they are totally subjective based on the whim of management. 9901.401(b)(5) Both DOD and the Corps are too cheap to provide adequate training. At best it will ba a day for selected members who will then be expected to train everyone else in their spare time. 9901.45(b)(1)-(4) This is already done now by the Cprps of Engineers under the GS system. 9901.406(a) The mission of the Corps is known to its employees. Building a levee has nothing to do with national security. There are more components of the DOD and therefore more missions that are being acknowledged by NSPS. NSPS is presented as though there is only one mission and it is all national security. 9901.408(b)(1)-(2) These currently exist under GS.
