I agree reforms are needed, but the proposed systems gives supervisors too much power without enough checks. Employees should be given the opportunity to evaluate supervisors, and have it a permament part of the superviror's record, as are the supervisors' evaluations of employees. Security cannot be compromised--and if the hiring process is delayed, so be it. What is more important than the security of the nation and its resources? Thank you for trying something new. In the future, could I suggest new systems be tested, modified, and retested prior to implementation? Seems the system is being rolled out under disguise of a "test."
