Comments:
Under the current system, we all get increases each year based on a 'cost of living' index, modified by Congress and the President's whim. Under the new system, section 9901.322 says that DoD has exclusive authority over whether the minimums/maximums receive an increase each year. Congress and the President have a lot more accountability than some arbitrarily appointed 'DoD' entity. This sounds like its merely an excuse to no longer provide cost of living increases, especially to those who convert over into the top of their band, or who are promoted into the top of their band.
