The proposed regulations contain insufficient detail for me to provide meaningful comment and input. For instance, as a GS-11 Civil Engineer working for the US Army Corps of Engineers, I am unable to determine which pay band I will be in. This will have a major impact on me since I will likely be either near the top of pay band 1 or in the middle of pay band 2. I object strenuously to the DoD publishing the NSPS regulation with so little detail, since if it is accepted in this form the DoD will be essentially unfettered in its ability to write whatever it wants into the implementing issuances that will follow. From the consultation requirements in the NDAA legislation it is quite clear that Congress intended to provide DoD employees and their representatives with a meaningful role in shaping the details of the NSPS. By publishing the NSPS regulations in the current broad-scope form, DoD has circumvented the intent of the law.
