This system doesn't address unique problems to Air Force Reserve full time technicians; otherwise knows as ARTs (Air Reserve Technicians). You have dual responsibilites as an ART in the Air Force Reserve and as an officer, more duties on top of those, usually outside your career field. There should be a provision looked at to make sure ART officers are going to be able to complete their civilian career and qualify for a civilian retirement...right now if the ART officer has to retire from the military because of the lack of opportunity to go up in the military rank structure (a problem for years), they wouldn't get the civil service retirement or would be severely penalized. Also, this entire system with what we have come to personally budget on as far as annual cost of living increase or a Step promotion to look forward to should be RE-EVALUATED. Throwing out the baby with bath water just to try to make hiring easier makes no sense. You should try to be FAIR with across the board increases that everyone can count on, and if you need to discipline an employee and cancel Cola Cost of Living Allowance for the one bad apple, do that. But don't put put such a burden on commanders and managers to try to spread the $ pot out equitably. Thanks.
