Technically, I have not read the proposed NSPS legislation in it's entirety; however, based on what I have read to date; I whole heartedly welcome this overdue revised system of rules, standards, and policies. Furthermore, having served as both a Subordinate and Supervisor in the Military (Retired Army) and DoD as a Civil Servant; nothing destroys morale more that favoritism, poor judgement, unfair treatment, relative to Supervisory misuse/abuse of incentive awards, and employee (rank and file) career advancement opportunities squandered by inept Supervisors, who epitomize the Peter Principle. Similarly, hard working, focused, whole-hearted Patriotic and loyal Employees suffer most when they have to pick up the workload slack from a poor performer, which is a morale buster and mission degrader.
