Generally the concept is good but it is too subjective to abuse. Although the intent is to better serve an organization and/or service plus recognize excellence, the current system can reward performance if utilized. There are WIG increases as well as QSIs and cash or non-cash awards. The tools are there. Leadership simply needs to exercise good judgment and use the avenues available. Additionally, PA should accuracy reflect performance. The pass or fail system does an injustice to all. If the goal is better serve all concerned, human capital investment will withstand the tests of time and the value will be the return on investment. Grow knowledge and people with strong leaders, training and mentoring by empowering invocation and creativity. A well-nourished organization will flourish if the playing field is level. Inconsistency will arise with favoritism and bias reviews. None of this is new. The proposed implantation just allows the disparate treatment to be executed with more ease. This change may go forward with or without the consent of the workforce but the repercussions will be felt via EEO or Union complaints.
